NOTICE OF EXCEPTIONAL REOPENING OF CALL FOR PROPOSALS: CATALYTIC WINDOW AND
TECHNICAL ASSISTANCE, MWINDA FUND – DEMOCRATIC REPUBLIC OF CONGO
Background
As part of the first Call for Proposals from the Mwinda Fund, launched under the Catalytic and
Technical Assistance Window, and following feedback received from several developers in the
decentralized energy sector, the Mwinda Fund Manager hereby informs all stakeholders of an
exceptional reopening of the submission platform.
This decision aims to allow developers who have encountered technical constraints or registration
delays to finalize their applications under fair and transparent conditions.
Platform reopening period
The Odyssey submission platform will be reopened on an exceptional basis under the following terms:
• Exceptional extension : December 19, 2025
• Final closure: December 26, 2025, at 11:59 p.m. (Kinshasa time)
⚠️No submissions will be accepted after this date, and no additional time will be granted.
Important information for developers
Developers are requested to take note of the following:
• Registration on the Odyssey platform requires a technical delay of approximately 48 hours
for the receipt of login credentials;
• Developers who have not yet created their account are strongly encouraged to register by
December 23, 2025, at the latest, in order to allow sufficient time to finalize their submission;
• Only complete applications submitted via the Odyssey digital platform will be considered.
Eligible developers
This reopening is aimed in particular at:
• Developers who did not complete their registration before the initial deadline of December
14, 2025;
• Developers who encountered technical difficulties or problems accessing the platform;
• Developers who meet the eligibility criteria defined in the initial Call for Proposals.

Applications must be submitted exclusively via the Odyssey platform, accessible at the following

The detailed submission instructions remain unchanged and are in line with those published in the
initial Call for Proposals.
